Politic structure and administration

Politically, Vietnam is one-party country: The Communist Party but, following liberalism.

The country follows the Republic regime: The president is elected by the National Assembly for 5 years, but acts as representative role.

Three powers of the Republic in the Central Committee:

1 - The National Assembly: It has 516 members elected by the people as universal suffrage in every 5 years.
The National Assembly is responsible to propose law, to approve the law proposed by the government and to control law’s application.

2 - Government: He plays his executive role. The government is chaired by the Prime Minister elected by the National Assembly for 5 years. Here are ministries:

Ministry of Labor, Invalids and Social Affairs
Ministry of Justice
Ministry of Police
Ministry of Agriculture and Rural Development
Ministry of Planning and Investment
Ministry of Information, Culture, Sport and Tourism
Ministry of Transport and Traffic
Ministry of Commerce
Ministry of Construction
Ministry of National Defense
Department of Natural Resources and Environment
Ministry of Education
Ministry of the Interior
...............................
Each ministry is controlled by a Minister with the Deputy Ministers proposed by the Prime Minister but approved by the National Assembly.

3 - Institute of the Supreme Court: It is responsible for supervise Justice from the Central Committee to each individual.

There are organizations: Youth Organization, Organization of Veterans, Organization of Women and Children, Aged persons Organization...depending on the Fatherland Front.

All the central committee is set under the Politic bureau whose members are designated and leaded by the Secretary of the Communist Party.

Under the Central Committee, the country has 61 provinces.
In each province, there is a provincial capital and his many districts.
In each district, there is one town, as the capital of the district.
Under district, there are many communes.


In each administrative hierarchy, there is a hall which consists of: Mayor and Deputy Mayor elected for 5 years, by the members of the Popular Council who are elected by the people for 5 years, a Secretary of Party designated by his members, the presence of the above organizations and offices managed by mentioned ministries: Office of the Police, Offices of Education, Office of Agriculture....

In each commune, there are many villages managed by the village’ chief and by a party secretary who are elected by the villagers for 5 years.
But, they are not considered as public servant. They live of their works and of gift donated by the villager and by the commune.
